Description

Clarify that browsers can use internally-available information about the devices such as user preference over ideal constraints.

Motivation

W3C specs for mediacapture indicates that ideal constraints are not guaranteed and that browsers can use internally-available information about the devices such as user preference over ideal constraints. The specs has been recently adjusted to make it more clear.
